A.   Purpose

The purposes of this assignment are to:

·       Support the organization and facilitation of district and upazila-level advocacy meetings to scale-up quality maternal nutrition services, including Multiple Micronutrient Supplementation (MMS), through the Community-Based Engagement (CBE) approach.

·       Participate in national-level Training of Trainers (ToT), organize and facilitate the cascade training on maternal nutrition, MMS and CBE at sub-national levels to scale-up quality maternal nutrition services, including MMS through a CBE approach.

·       Support the distribution, and tracking of MMS, CBE, and Low Birth Weight (LBW) logistics and supplies at upazila levels.

B.   Background

While Bangladesh has achieved significant reductions in child Stunting in the past two decades, women and child malnutrition continue to be a critical public health problem in Bangladesh, with nearly half of pregnant women suffering from anaemia, 24% of children under five affected by stunting, and 13% by wasting. Persistent maternal anaemia, poor-quality diets, and low coverage of essential nutrition services including micronutrient supplementation are contributing to high maternal mortality, morbidity, and adverse birth outcomes such as the high prevalence of low birth weight (23%). To address this issue, the Government of Bangladesh will gradually scale up quality maternal nutrition services including Multiple Micronutrient Supplementation (MMS) countrywide to accelerate the reduction of anaemia and the prevalence of low birth weight (LBW) towards achieving nutrition related WHA and SDG targets. This nationwide scale-up is supported through matching financing from the Government of Bangladesh (GoB), the World Bank (WB), and UN AGENCIES’s Child Nutrition Fund (CNF), as outlined in the multi-year Health and Nutrition Services Improvement and System Strengthening Project (2025-2029) under the Ministry of Health and Family Welfare.

In 2026 (Y-1), under UN AGENCIES’s Child Nutrition Fund, quality maternal nutrition services including Multiple Micronutrient Supplementation (MMS) through CBE approach will be rolled out in sixteen districts across 120 subdistricts/upazilas between. Remaining 48 districts will be covered between 2027-2028. This initiative is also part of the key activities in the 2025-2026 Joint Rolling Workplan (RWP) between UN AGENCIES and the Government of Bangladesh (Institute of Public Health and Nutrition under the Ministry of Health and Family Welfare).

Considering the rapid scaling up of quality maternal nutrition including MMS as per the CNF commitment and unique nature of the intervention, UN AGENCIES will recruit 40 Upazila Nutrition Trainers to develop a GO-NGO national resource pool who will work closely with sub-national government counterparts and support rolling out the advocacy and capacity building component under the overall technical guidance of Nutrition Specialist at Dhaka. In future, trainers from this resource pool will be used by the IPHN, UN AGENCIES and other partners involved in quality maternal nutrition including MMS nation-wide scale up.

C.    Purpose and Expected Results:

The overall objective of hiring the Upazila Nutrition Trainer is to facilitate rolling out the advocacy and capacity building component for scaling up quality maternal nutrition including MMS through CBE approach under the Joint GoB-UN AGENCIES Rolling Work Plan (RWP) 2025-2026 and the Health and Nutrition Services Improvement and System Strengthening Project (2025-2029) under the Ministry of Health and Family Welfare. In the district/upazila, Nutrition Trainers will work closely with the IPHN, Nutrition section, ZNOs and sub-national government authorities and officials, including the Health, Family Planning, private hospitals, clinic and Local Government Institutes (LGI) during the planning, implementation and reporting. Nutrition Trainers will work closely with Civil Surgeon office, and UHFPO office under supervision of Zonal Nutrition Officers and guidance from the Nutrition Specialist in BCO.
