Duty Station: National AIDS/STD Programme (NASP), DGHS, Dhaka.

Contract Duration: January, 2026-December, 2026

Reporting to: Director, NASC/Line Director, ASP

Age: The maximum age for recruitment under Global Fund is 55 years and one can continue his/her service up to the age of 62 years.

 

A.    Background:

The overall responsibilities of the position are to implement the activities designed under human rights and CLM module as well as human rights strategy. The position is also responsible for preparing positioning paper and imparting the advocacy meeting, workshop with different ministries, departments, DPs, Journalists, Legal Aid Committee, NHRC, Law Enforcement Agency, Mental Health Institute to create an enabling environment for HIV responses. The position will also lead of coordination NGO PRs activities and actively support CRG action plan implementation of TB. The position is based in NASP, Dhaka.


Job Responsibilities

B.    Scope of Work and Responsibilities 

The detail tasks are as follows:

1.      Development of yearly/quarterly plan and take necessary initiatives for approval from the appropriate authority

2.      Coordinate with consultants to develop training aids, modules/manuals, SOPs and guidelines, IEC/BCC materials and handbooks related to human rights

3.      Close collaboration with different stakeholders like Police head quarter, Prison, Nursing, Ministry of expatriate, Legal Aid, NHR C and NGO PRs/SRs/CBOs to implement the planned training and advocacys events

4.      Conduct/Facilitate Training/Advocacy sessions and preparing listing of appropriate facilitators/trainers and prepare reports

5.      Stakeholders mapping, analyze and regular communication regarding CLM implementation at nationally and locally

6.      Development of concept notes to organize the advocacy workshops focusing policies with higher officials based on national advocacy and communication strategy \

7.      Review Laws and Practices and Gender Inequality and Gender Based Violence and capacity building, identify policies that criminalize certain acts which hindering HIV services

8.      Conduct and facilitate research/study related to the human rights and gender and implement the recommendations

9.      Initiate and facilitate integration of the other social and livelihood services for KPs as well as PLHIV in the country in collaboration with relevant department/ministry

10.   Facilitate the human rights working committee's activities and GF consultant

11.  Regular collaborative discussions with the CSO PRs to align and mutually support human rights and CLM activities

12.  Undertake any other task related to Human Rights and CLM as assigned by the Line Director, Programme Manager or designated authority of in conjunction with the Senior Manager (Management and Coordination)

 

C.    Required Qualifications:

·         Qualification: Masters of Laws/Human Rights/Social Science

·         Experience:

-          About 5 years' experience in the development

-          At least 3 years' experience in the Human Rights field along with advocacy/gender/health rights or any rights based programme

-          Proven knowledge on computer literacy on MS word, excel, Power point

-          Good facilitation/presentation skill and report writing skill

·         Additional Requirement

-          Experience in working with Government system. Proven writing and spoken skill on English will be added advantage, Preparing positioning paper for advocacy meeting and speech for higher official


Compensation and Other Benefits

D.    Payment:

 

Manager will get Tk 1, 12,860/= per month
