Programme: Continuation and scale po prioritized HIV Prevention and Treatment Services for KPs in Bangladesh (GC7)

PR/ Department: AIDS/STD Programme, DGHS.

Reporting to: LD through Senior Manager (Mgt and Coordination).


Job Responsibilities

 

 

A.    Duties & Responsibilities:

 

The overall responsibility of the position is to establish an effective procurement and supply chain system within the ASP with the guidance from Line Director, Director as part of strengthening capacity of the ASP as national coordinating body. The position is also responsible for ensuring timely health product and logistics supply for smooth functioning of the National AIDS/STD program, and initiating procurement and contract management of the products and services for the programme, The position is based in ASP. The detail tasks are as follows-

 

·         Review quality guidelines and specifications for Procurement on a regular basis and suggest improvements to Line Director/ authority;

·         Develop SOPs, checklists (including environment parameters) for quality inspection procedures of products;

·         Develop SOPs on supply chain management for HIV program, as and when required.

·         Provide inputs to internal customers to develop technical specifications for requirements;

·         Conduct site visits for physical verification of stores / vendors to check compliance with regulatory guidelines,

·     Provide procurement and supply management related coordination, advices and assistances to the internal stakeholders including program, M&E, finance, as well as, to the external       stakeholders, including other PRs/ partners, sub-recipients, hospitals wherever necessary.

·         Coordinate and support the Consolidated Procurement committee’s function.

·         Enhance the PSM working group’s function in health products monitoring and early warning in case of potential expiries and stock-outs.

·         Prepare annual procurement plan, requisition of the health product for WAMBO/ GDF and CMSD for ensuring submission in time

·         Prepare of IFT, EoI, RFP and RFQ as per PPR-2008 considering the nature of  procurement.

·      Make effective communication and coordination with DGHS, Ministry/ procurement wing, CMSD, CPTU, WAMBO/GDF/ GF/INGO/NGO and relevant departments to ensure the smooth related activities.

·        Prepare committee’s record of TOC, TEC/PEC, TSC, OCE and arrange of their meeting, develop meeting minutes as require.

·        Lead the development of monitoring tools for collection, storage, usages and distribution of drugs and other logistics.

·         In collaboration with the data systems development team, co-lead the development of the LMIS

·      Monitoring and supervision to oversee existing stock balance and ensure timely commodities supply for smooth functioning of the intervention among ART/ HTC, DIC, NGO PRs and any other dispensed point authorized by management.

·         Monitoring, supervise and report about the establishment works of DICs at Government setup.

·         Initiate individual consultant/ firm hiring process for implementing different activities of the grants, the activity includes preparation of ToR, circulation, selection and contract  

·         Develop, implement and maintain strategies for storing, distribution of goods (health and non-health) and services and reporting and use of stock and consumption data for decision making, as required.

·         Maintain effective communication with ERD for grant conformation, ministry of health for ensuring timely disbursement of fund

·         Undertake any other task as assigned by the Line Director, or designated authority of ASP in conjunction with the Senior Manager (Management and Coordination)

 

B.    Experience:

 

·         Minimum 10 years’ experience in procurement and supply chain management, including at least 5 years in health-related project or in pharmaceutical products and equipment

·         Experience successfully developing and functionalizing LMIS and SOP on supply chain management

·         Experience in capacity building following identification of capacity gaps

·         Team management experience

·         Experience in procurement of goods/ services following PPR 2008 and support logistics management 

·         Proven computer knowledge on MS word, excel, Power point presentation

·         Experience in GoB office management tools.

 

Preferred attributes

 

·         Experience in GoB system and in donor funded program / development sector Knowledge on customs, VAT and Income tax act and procedures

·         Proven writing and spoken skill on English

 

C.     Required Qualifications:

 

Education:

 

·         Masters in Pharmacy, Medicine or any other related field.

·        Professional qualification / diploma in Supply Chain from any international or Government accredited institution is an added advantage.

 

Age: The maximum age for recruitment under Global Fund is 55 years and one can continue his/ her service up to the age of 62 years

 

D.    Payment:

 

PSM Expert will get BDT 2,00,000/= (Two Lakh) including tax
