An Assistant Manager, Finance and Accounts assists in managing financial operations, budgeting, forecasting, and financial analysis. He/She will be involved in maintaining accurate records, producing reports, and managing internal controls and reconciliations with the following specific responsibilities:
Job Responsibilities
A. Duties & Responsibilities:
● He/she is accountable to Line Director TB-L & ASP, Program Manager & DPM (Admin & Finance) and will perform his/her duties under the overall guidance of Financial Management Specialist.
● Elaborate proposals for planning financial resources of the GFATM Funded NTP-TB program, continuous analysis and monitoring of the financial situation and presentation of forecasts for implementation and management of planned activities; provision of high-quality professional advice to the NTP management team
● Assist in managing day-to-day financial activities, including processing transactions, reconciling accounts, and ensuring accurate record-keeping. Check and scrutinize invoices for accuracy. Assist implementation and maintain internal controls to ensure the accuracy and integrity of financial data.
● Proper planning, expenditure tracking and audit of project funds in accordance with GFATM approved financial SoP, government financial rules and regulations, where applicable'
● Organization and oversight of the finance unit, cash management processes, including liquidity management, recommendation of imprest level, risk assessment, banking relationship management' timely accounting and reconciliation of all transactions, security for cash assets on site
● Monitor financial activities, transactions and investigate anomalies or unusual transactions at the field level provision of information to supervisor and NTP management team on the results of the 'investigation when satisfactory answers are not obtained’.
● Coordination with the NTP management to ensure compliance with GFATM approved financial SoP, Government rules and regulations, financial policies and procedures; project budgets and revisions are prepared in accordance with established procedures and budgetary guidelines of the GFATM; ensure project budget revisions, re-programing, budget re-appropriations are processed accurately and in a timely manner
● Ensuring proper receipt, management, safeguarding and including accounting of advance payments to implementing focal persons; review, modification, initiation and implementation of internal control procedures in accordance with the approved financial SoP.
● Proper control and custody of financial records together with supporting documents, in accordance the GFATM recruitment & GOB Rules & regulation
● Assist and deputize on behalf of the FMS.
● Any other duty assigned by Line Director TB-Leprosy & ASP.
B. Required Educational Qualifications:
· M.Com with B.Com (Hons) in Finance or Accounting/MBA with BBA (Hons) in Finance or Accounting from Public University or a UGC approved university with 5 years of experience in related field.
· Being a member of an IFAC recognized professional accounting body such as ICMAB, ICAB, and ACCA with 3 (Three) years of experience in related field has an added advantage.
C. Experience:
· Experience in TB program or any donor funded program with National or International Organization will be counted as an additional value.
· Sound understanding of institutional donors and previous experience in producing high quality donor reports, budgets preparation and monitoring experience.
· Knowledge on GoB (Government of Bangladesh) financial rules and Public Procurement Rules are desirable.
· Knowledge of ERP, or tally accounting software for recording & reporting of accounting reports is an advantage.
· Knowledge, abilities & skills, including personal qualities & human relationships.
· Proficient at using a computer and required software (i.e. MS office, spreadsheet and database, etc.).
· Sound understanding of the scope of strategic partnerships
· Sound knowledge on Customs, VAT and Income tax act.
· Excellent communication and interpersonal skills
· Ability to work independently and within the team
· Demonstrate strong numeric and analytical skills.
Language: Proficient in both English and Bengali
Age: The maximum age for recruitment under Global Fund is 55 years and one can continue his/ her service upto the age of 62 years.
E. Payment:
Assistant Manager, Finance and Accounts will get BDT - 1,68,525/= (BD Taka - One Lakh Sixty-Eight Thousand Five Hundred and Twenty-Five) (Taxable)
