Duty Station: NTP Head Quarter, Dhaka
Contract Duration: Up to 31 December 2026 with possibility of extension of the tenure subject to availability of funding and satisfactory performance.

The Financial Management Specialist will lead and have the overall responsibility for overseeing and managing the grant financial activities; analyzing financial data, developing budgets and forecasts, andensuring compliance with financial regulation at NTP for The Global Fund grants, including but not limited to the below:
Job Responsibilities
A. Duties & responsibilities:
He/She will be accountable to Line Director, TB- Leprosy, will work under the overall guidance of the Program Manager, and in close collaboration with the National Program Coordinator:
· Prepare Program Budget in accordance with The Global Fund guidelines and agreed workplan.
· Execute, co-ordinate, review and monitor all financial activities of The Global Fund Grants.
· Prepare Progress Update, Disbursement Request, Annual Financial Report (AFR) and any other donor requirements.
· Prepare all financial statements and reports using accounting software (Tally) ensuring The Global Fund requirements are followed, list of transactions is always up to date and reconciled with the report and trial balance/ledger is maintained in books of accounts.
· Prepare the monthly/quarterly management financial report, including financial narrative and variance analysis when necessary and brief NTP management, program and health product management teams accordingly.
· Conduct periodic analysis of grant specific financial and fiduciary risks and implement mitigation actions.
· Identify and implement cost-saving measures.
· Manage grant investments, including all fixed assets, and ensure all grant assets are adequately safeguarded.
· Plan program audits and coordinate with auditors in finalizing annual/periodic or any other audits of the project.
· Communicate and coordinate with Global Fund and Local Fund Agent regarding financial issues regularly.
· Monitor cash flow through preparation of cash forecast and funding requests to ensure that sufficient cash is always available to meet operational needs.
· Prepare bank reconciliation statement and cash flow statement monthly, quarterly and yearly.
· Ensure that the financial management system in place is optimal and internal control environment is efficient. Identify areas for improvement in the relevant standard operating procedures and systems, recommend solutions and drive implementation of agreed recommendations.
· Follow-up on management action points, review recommendations, recoveries and other periodic communication from The Global Fund and ensure that actions are taken in a timely manner.
· Support the Procurement Coordinator in preparation of the PSM plan of The Global Fund Grant.
· Supervise activities carried out by the Assistant Finance Manager, Accounts Officer and Accounts Assistant.
· Undertake any other activities assigned by the Line Director.
B. Required Educational Qualifications & Experience:
· Master’s in accounting/ finance, or MBA with major in Finance/Accounting.
· ACA/ACMA/ACCA qualified; will be given preference.
· At least 15 years of experience in a relevant field; however, experience may be relaxed for candidates who have financial management experience with The Global Fund grants.
· Experience in working with the Government and donor-funded projects will be an added advantage.
· Skills in ability to interpret rules laid down in the grant agreement.
· Competency in integrated software-based accounting system with excellent knowledge in MS Excel, MS PowerPoint, MS Word.
· Good written, spoken communication skill in English is essential

C. Payment:
Financial Management Specialist will get BDT - 3,14,886/= (BD Taka - Three Lakh Fourteen Thousand Eight Hundred and Eighty-Six) (Taxable)
