Contract Duration: Up to 31 December 2025 (extendable up to June 2026 based on the availability of funds and satisfactory performance)

A.    Background:

The Government of Bangladesh, through the Directorate General of Health Services (DGHS), is strengthening climate-sensitive disease surveillance systems including the Early Warning, Alert and Response System (EWARS). Under the Global Fund-supported Climate Change and Health Project, IEDCR, MIS and CDC are collaborating to develop, integrate, and maintain the EWARS platform. This platform will cover diseases like malaria, dengue, and acute watery diarrhea (AWD), with a future scope to expand to other climate-sensitive diseases. The National Malaria Elimination Program has been using a php YII framework 2 to collect the malaria data which needs to be integrated into the National MIS database for better accessibility and decision making process. The migration of data from the php based database to central MIS is quite essential which needs to be completed at the earliest.


Job Responsibilities

B.    Objectives

 

The key objectives of this assignment are in the following:

  •  The IT Expert will support migration of system from IEDCR server to National MIS server
  • S/he will support for the customization, functionalization, integration, and maintenance of the EWARS system
  • S/he will also support the migration process of the existing Malaria online reporting system including database to DHIS2 based national MIS system
  •  The Expert will work in close coordination with the National Malaria Elimination Program (NMEP), IEDCR, MORU, BRAC and MIS officials.
  •  The Expert will also develop a SOP/data quality manual for the system

 

C.    Scope of Work and Responsibilities

 

Under the guidance of the Director, MIS, DGHS, and in regular reporting to Line Director, CDC, the IT Expert will perform the following:

 

·         Migrate the Malaria data from the existing system to national MIS system of DGHS

·         Support hosting, maintenance, and troubleshooting of the DHIS2 System of Malaria.

·         Support creating  Data-Elements, indicators, and Data Sets if needed.

·         Prepare the required Dashboard within the DHIS2 platform.

·         Create an external Dashboard and integrate with the National Health Dashboard

·         Data analysis as per the requirement

·         Generate reports for the program.

·         Ensure the security of the system and notify the authority if any vulnerability is detected.

·         S/he will provide required training on EWARS supported by IMACS

·         Migration of EWARS from IEDCR server to MIS server

·         S/he has to customize, maintain, and troubleshoot the EWARS system onwards.

·         Any other activity as signed by the authority 

 

D.     Required Qualifications:

 

·         Master's in Health Informatics/CSE or relevant subject 

 

E.    Experience:

  • 2 years of experience in the related field.
  • At least 3 years of experience on customizing open-source global tools/platform (eg, DHIS2, EWARS) in public health sector
  • Training and experience in using DHIS2 platforms at scale DHIS2 independently is an asset
  • Experience in maintenance and troubleshooting in similar instances

F.    Payment:

 

IT Expert will get BDT 138,000 /= (One Lac Thirty-Eight Thousand Taka Only.) including tax
